StraPlex for REALTORS®, Lawyers, Surveyors and Builders

StraPlex is an app VanPlex is building for owners of 2 to 6 unit buildings in BC. It is planned to walk them through getting strata titles and then help them run the strata. This page is for the people those owners call: REALTORS®, lawyers and notaries, BC land surveyors, builders and property managers. For each one it lists the strata questions clients bring, the BC rules that matter to that work, and what the app is planned to give your clients.

The short answer

  • 01StraPlex is an app VanPlex is building for owners of 2 to 6 unit buildings in BC. It is planned to take them from one title to strata titles, and then help them run the strata. It is not open yet, and there is no launch date or price.
  • 02REALTORS® get questions about Form B, strata fees and rentals. Form B is due within 1 week of a request and costs at most $35 plus 25 cents a page (Strata Property Act s.59; Regulation s.4.4).
  • 03Lawyers and notaries handle the bylaws filed with the plan, the sale contracts and the deposits. In an all-residential strata, no bylaw can change before the second annual general meeting (AGM) without a unanimous vote (s.127).
  • 04BC land surveyors sign the plan. A Form S or Form T must be dated no more than 180 days before the plan is filed (s.241, s.242).
  • 05Builders become the owner developer, with duties from the first sale to the first annual general meeting (Part 3 of the Act), plus home warranty under the Homeowner Protection Act.
  • 06Anyone paid to manage a strata for others needs a licence under the Real Estate Services Act. An owner may manage their own strata without one (Real Estate Services Regulation s.2.17).

What the app will do for your clients

Step 1

Turn your plex into strata titles

  • •Find your path: a new empty building, a building people already live in, or an older duplex.
  • •The documents in order: surveyor certificate, strata plan, unit entitlement, bylaws, Land Title Office filing.
  • •The city rules and 2026 fees where you build.
  • •The duties you take on as owner developer when you sell the first unit.

Step 2

Run the strata with your neighbours

  • •A yearly budget with at least 10% going to the contingency reserve fund.
  • •AGM dates, notices and the written-agreement option for small buildings.
  • •Records kept for the time the law sets, and Form B and Form F when a unit sells.
  • •Insurance renewal dates and the notice owners must get when a deductible goes up.

These are the features planned for the first version. The list can change before launch, and the waitlist hears about changes first.

Why small stratas bring the same questions

The Strata Property Act changes at 4 lots, at 5 lots and at 10 lots. With fewer than 4 lots or 4 owners, every owner is on council (Standard Bylaw 9) and quorum at a general meeting is owners holding 2/3 of the votes (s.48). At 5 lots, the depreciation report, the electrical planning report and the Real Estate Development Marketing Act (REDMA) all start to apply, and winding up needs a court order. Only at 10 lots can a court override one owner who blocks a unanimous vote (s.52).

The sections below set out the rules for each kind of work, with the section numbers, so you can check them. The rules by size page has the full table.

For REALTORS®

What clients ask

  • ?What is a Form B, and how long is it good for?
  • ?Are strata fees monthly, and what do they cover?
  • ?Is this duplex a strata? What is freehold strata, or bare land strata?
  • ?Can the strata stop me renting the unit out?
  • ?Is there a depreciation report I can read?

Rules that matter to your work

  • →Form B, the Information Certificate, is due within 1 week of a request by an owner, a buyer or someone they authorize, for at most $35 plus 25 cents a page (s.59; Regulation s.4.4). The Province notes that a rush fee is sometimes charged when less than 7 days' notice is given.
  • →Form B states the facts as of its date and has no expiry date in the Act. It must include an insurance summary (since April 1, 2023) and attach the rules, the current budget, the latest depreciation report and any electrical planning report (s.59(3), (4)). An insurance summary taken from the insurer or agent does not bind the strata (s.59(5.1)).
  • →Form F, the Certificate of Payment, is due within 1 week, costs at most $15, and is current for 60 days. A sale cannot be registered without one (s.115, s.256; Regulation s.6.10).
  • →A special levy approved before the sale is split by due date: the seller owes the parts due before the conveyance date, the buyer owes the rest (s.109).
  • →A strata cannot restrict long-term rentals (s.141). It can limit short-term rentals by bylaw.
  • →A strata with fewer than 5 lots has no duty to get a depreciation report (Regulation s.6.22). Where the Real Estate Development Marketing Act's own right to cancel does not apply, buyers of a residential strata lot have the 3-business-day Home Buyer Rescission Period, with a fee of 0.25% of the price to rescind (Property Law Act s.42; Home Buyer Rescission Period Regulation s.4, s.6).

For Lawyers and notaries

What clients ask

  • ?Can we stratify our duplex or fourplex, and in what order?
  • ?What bylaws should be filed with the plan?
  • ?Can I sell units before the building is finished? Who holds the deposits?
  • ?Can I sue my strata council?
  • ?How do we wind up a small strata?

Rules that matter to your work

  • →The plan must carry the signatures of the applicant and of every holder of a registered charge, such as a mortgage lender (s.244).
  • →Bylaws that differ from the Standard Bylaws are filed with the plan on Form Y (s.245). In an all-residential or bare land strata they cannot change before the second annual general meeting without a unanimous vote (s.127), so the first set matters for years.
  • →The Real Estate Development Marketing Act (REDMA) applies to 5 or more strata lots in a building, and to 2 or more shared interests in land in the same parcel (REDMA s.1). It requires a filed disclosure statement before marketing, deposits held in a brokerage, lawyer or notary trust account, and a 7-day right to rescind. The filing fee is $2,250 for fewer than 10 units.
  • →A buyer from the owner developer holds back 7% of the price for up to 55 days, and liens against the lot must be filed within 45 days of the sale (s.88; Regulation s.5.2). An amendment to s.88 passed in 2025 is not in force.
  • →The Province says a strata of more than 7 lots must file bylaw changes electronically through a subscriber, such as a lawyer, notary or land surveyor.
  • →Winding up takes an 80% vote of all eligible voters. With fewer than 5 lots, the written consent of every registered charge holder and a Certificate of Strata Corporation can replace the court order (s.272, s.274).

For BC land surveyors

What clients ask

  • ?How do I read a strata plan, and where is the plan number?
  • ?How is unit entitlement worked out?
  • ?Can the secondary suite or the laneway home be its own strata lot?
  • ?What is a bare land strata?
  • ?Does the city have to approve the plan?

Rules that matter to your work

  • →For a building nobody has occupied, the surveyor certifies that on Form S, dated no more than 180 days before the plan is tendered (s.241). "Previously occupied" means occupied at any time for any purpose, except a developer's display lot (Regulation s.14.1).
  • →A previously occupied building needs the approving authority's endorsement on Form T, also dated no more than 180 days before tender (s.242).
  • →The plan shows each lot's area in square metres, and a surveyor endorses on Form U that the buildings are inside the boundaries (s.244). Parking stalls and storage cannot be separate strata lots (s.244(2)).
  • →If unit entitlement is set by habitable area, a surveyor sets it in square metres, rounded to a whole number, and certifies it (s.245, s.246). Habitable area leaves out patios, balconies, garages, parking stalls and storage, except closets (Regulation s.14.2). The Superintendent of Real Estate charges $200 to approve a schedule when approval is needed (Regulation s.14.8).
  • →A bare land strata plan sets lot boundaries by survey markers and needs approving officer approval before it is deposited (s.1, s.243).
  • →City rules decide what can be a lot. Vancouver, Burnaby and Coquitlam say a secondary suite cannot be stratified, and the City of North Vancouver's zoning bars stratifying a coach house or an accessory dwelling unit in a duplex.

For Builders

What clients ask

  • ?How do I stratify the plex I am building, and what does it cost?
  • ?Can I build it as an owner builder?
  • ?If I rent the units first, can I sell them later?
  • ?What do I owe the buyers after the first sale?

Rules that matter to your work

  • →A new home must be enrolled in home warranty insurance before it is built, with at least 2 years on materials and labour, 5 years on the building envelope and 10 years on structure (Homeowner Protection Act s.22).
  • →An owner builder cannot build a multiplex. The owner builder route covers a detached home on one title, or one unit in or attached to an existing building (Homeowner Protection Act Regulation s.19).
  • →The rental exemption from licensing and warranty puts a covenant on title that bars selling any unit for 10 years from first occupancy (Regulation s.2(2), (2.1)). A building that was rented or lived in before the plan is filed needs the city's approval under s.242.
  • →Before the first annual general meeting, the owner developer acts as council, pays all expenses to the end of the month of the first sale, gives each buyer an interim budget before they sign, and puts at least 10% of the interim operating budget into the contingency reserve fund at the first sale (s.5 to s.14; Regulation s.3.01).
  • →The first annual general meeting is due within 6 weeks of the earlier of 50% plus one of the lots sold or 9 months after the first sale, with a $1,000 penalty for up to 30 days late and $1,000 more for each further 7 days (s.16, s.17; Regulation s.3.1). Insurance must run until at least 4 weeks after it (s.15). The owner developer hands over plans, contracts, warranties and records at it (s.20).
  • →For a strata established on or after July 1, 2027, the owner developer pays toward the first depreciation report the lesser of $5,000 plus $200 a lot, or $30,000, by the first annual general meeting (Regulation s.6.23). A strata with fewer than 5 lots has no duty to get a depreciation report (s.6.22).

For Property and strata managers

What clients ask

  • ?Do we need a manager, or can we run it ourselves?
  • ?Who can we hire, and how do we end the contract?
  • ?Who makes the Form B and the Form F?

Rules that matter to your work

  • →"Strata management services" means collecting or holding strata fees and levies, or using powers council has handed over, such as paying bills, signing contracts, supervising contractors and enforcing bylaws. Anyone who does this for another person for pay needs a licence, and a strata management company must be a licensed brokerage with a managing broker (Real Estate Services Act s.1, s.3).
  • →The BC Financial Services Authority (BCFSA) licenses and disciplines strata managers under the Real Estate Services Act.
  • →An owner can do strata management work for their own strata without a licence, for up to 2 strata corporations, and must pass any money received to the strata promptly (Real Estate Services Regulation s.2.17).
  • →The strata can cancel a management contract on 2 months' notice after a 3/4 vote (s.39). The manager must return the strata's records within 4 weeks, or pay the strata $1,000 (s.37; Regulation s.4.3).
  • →Form B and Form F stay the strata's duty with or without a manager: 1 week each, at most $35 plus 25 cents a page and $15 (s.59, s.115).

Common questions

What is StraPlex? +

StraPlex is an app VanPlex is building for buildings of 2 to 6 units in British Columbia. It is planned to help owners turn the building into strata titles, and then help them run the strata corporation: the budget, the contingency reserve fund, meetings, records, forms and insurance dates. The free guide on this site is open now.

Who is the professional waitlist for? +

REALTORS®, lawyers and notaries, BC land surveyors, builders, and property or strata managers who work with owners of 2 to 6 unit buildings. Choose "I work with owners" on the form and pick your work, so we know which updates to send you.

When does the app open, and what does it cost? +

There is no launch date or price yet. People on the waitlist hear first, and joining the waitlist is free.

What does a strata lawyer do in Vancouver? +

A strata lawyer advises owners, councils and developers on the Strata Property Act. For a new strata plan, the legal steps include the bylaws filed with the plan on Form Y, the signatures of mortgage lenders on the plan, sale contracts and deposits under REDMA at 5 or more lots, and filing at the Land Title Office. For disputes, most claims go to the Civil Resolution Tribunal, where parties usually represent themselves, and some go only to the Supreme Court. Fees are quoted per job; we found no published figure.

What does a stratification lawyer do? +

Stratification needs documents filed with the strata plan: the Schedule of Unit Entitlement (Form V), the strata's mailing address (Form X) and any bylaws that differ from the Standard Bylaws (Form Y) (s.245). Every mortgage lender on title must sign the plan (s.244). Electronic filing at the Land Title Office goes through a subscriber, and the Province names lawyers, notaries and land surveyors as examples. A lawyer or notary also handles the sale of each new lot and, at 5 or more lots, the REDMA disclosure statement and deposits. We do not name firms, and we found no published fee.

What does a BC land surveyor do for a strata plan? +

The surveyor prepares the plan with the land and lot boundaries and each lot's area in square metres, endorses on Form U that the buildings are inside the boundaries (s.244), certifies non-occupancy on Form S for a new building (s.241), and sets habitable area when unit entitlement is based on it (s.246). Surveyor fees are quoted per job; we found no published figure.

How long is a strata Form B valid for? +

The Act gives Form B no expiry date. It states the facts as of the date of the certificate, and the strata is bound by them for a person who relied on them reasonably (s.59). Anything that changes later, such as a new special levy, shows up only on a new Form B. A Form F, by comparison, is current for 60 days (s.115).

When does REDMA apply to a small strata? +

The Real Estate Development Marketing Act (REDMA) applies to 5 or more strata lots in a building, 5 or more bare land strata lots, or 2 or more shared interests in land in the same parcel (REDMA s.1). A 2 to 4 lot strata sold as strata lots is outside it; selling undivided co-ownership shares brings it in at 2.

Can an owner builder build a multiplex in BC? +

No. Under Homeowner Protection Act Regulation s.19, an owner builder may build a detached home on one title, or one unit in or attached to an existing building or a new non-residential building. A secondary suite is allowed. A multiplex needs a licensed builder and home warranty, or the rental exemption.

Does a strata manager need a licence in BC? +

Yes, if they provide strata management services to someone else for pay. A strata management company must be a licensed brokerage with a managing broker, licensed by the BC Financial Services Authority (Real Estate Services Act s.3). An owner managing their own self-managed strata needs no licence (Real Estate Services Regulation s.2.17).

How much does it cost to stratify a duplex? +

We found no published total. The government fees are known: the Land Title Office charges $105.30 to deposit a plan, and city conversion fees for an occupied building are on each city page in this guide. Surveyor and lawyer fees are quoted per job, and we found no published figure for either.

Does a new building need city approval to stratify? +

Not under the Strata Property Act if nobody has ever occupied it: a surveyor certifies that on Form S (s.241). If anyone has occupied it, for any purpose, the city must approve under s.242 and endorse Form T. Some cities add their own steps; the City of North Vancouver asks you to note the plan to stratify at building permit.
