MCST Meetings and Resolutions
An MCST decides the biggest questions at general meetings, by votes counted per lot or by share value. BCA's Strata Management Guides set out the steps: when the AGM must be held, how much notice owners get, what the quorum is, and which of six kinds of resolution a decision needs.
The short answer
- An AGM every calendar year, no more than 15 months apart.
- At least 14 days' notice for ordinary resolutions, 21 days if any motion needs a special, 90%, unanimous, comprehensive or consensus resolution.
- Quorum: owners with at least 30% of the share value, or the chairperson alone if he or she owns 30%.
- A special resolution needs at least 75% of the share value of valid votes cast; a 90% resolution needs 90%.
- Owners in arrears 3 days before a meeting cannot vote, except on unanimous or consensus resolutions.
The AGM and EOGMs
- AGM in every calendar year, with no more than 15 months between two AGMs. BCA's example: after an AGM on 16 November 2018, the next by 31 December 2019.
- An EOGM is called by the council or by a written requisition from voters with at least 20% of the share value or 25% of the owners, and must be held within 6 weeks.
- The AGM agenda includes the accounts, the council's size and election, the management and sinking fund amounts, the budget, the auditor, an insurance review and the managing agent.
- Any owner can ask in writing for a motion at the next general meeting. Tenants cannot.
- The list of voters goes on the notice board at least 48 hours before the meeting.
- Minutes go on the notice board within 45 days and stay up at least 14 days.
Notice, quorum and the chair
- At least 14 days' notice when every motion is an ordinary resolution; at least 21 days when any motion needs a special, unanimous, 90%, comprehensive or consensus resolution. The day of sending and the day of the meeting are not counted.
- Notice can go by registered post (served on the 3rd working day), ordinary post (4th working day), email with a posted copy, or delivery to the front door of the lot.
- Quorum: owners holding at least 30% of the share value, in person or by proxy, or the chairperson alone with 30%. After 30 minutes without one, any 2 or more owners present form a quorum, except at an EOGM called by requisition.
- The MCST's chairperson chairs; if absent, the voters choose one.
The six kinds of resolution
| Resolution | What it needs | Examples from BCA |
|---|---|---|
| Ordinary | More valid votes for than against; on a poll, more share value for | Appointing a managing agent |
| Special | At least 75% of the share value of valid votes cast | By-laws, improving common property, leases of 1 to 3 years, enforced sale for arrears |
| 90% | At least 90% of the share value of valid votes cast | Exclusive use of common property for more than 3 years |
| Unanimous | Every valid vote cast in favour | Creating a covenant or an easement |
| Comprehensive | Owners with at least 90% of total share value, within 12 weeks | Changing to a two-tier MC, moving limited common property |
| Consensus | Every owner agrees in writing within 12 weeks; one abstention defeats it | Not insuring against fire, a non-share-value levy method, ending the MC |
Voting and proxies
- Votes are cast on voting slips. On a poll, votes count by share value; council elections are one vote per lot.
- An owner in arrears 3 days before the meeting cannot vote, except on a unanimous or consensus resolution.
- A proxy need not be an owner. The cap is 2% of the lots or 2 lots, whichever is higher. The form is deposited at least 48 hours before the meeting.
- A company owner can appoint a representative by a sealed letter or one signed by a director.
The council
- Up to 14 members, elected at the AGM where there are more than 3 owners. All retire at the next AGM and can stand again.
- Candidates: individuals aged 21 or over who are owners, nominees of a company owner, or immediate family nominated by an owner, with no arrears 3 days before the election.
- Council meetings need 3 days' notice on the notice board; quorum is a majority; decisions by majority. Minutes go up within 14 days.
- A council may meet by teleconference or video once it has decided so by resolution. BCA's guides set no rule for online general meetings.
- A member must declare any financial interest, including an immediate family member's, and stay out of the discussion. Failing to do so is an offence.
- A member can be removed by ordinary resolution, or without a meeting if they owe the MCST money for more than 3 months.
Most rules here come from BCA's Strata Management Guides, written between March 2019 and December 2023, and BCA forms dated October 2025. Sections 101 to 115 of the Act were read in the Strata Titles Boards' Notes of Guidance of 11 December 2025. Singapore Statutes Online could not be read on 31 October 2026, so the current text of the Act and its Regulations was not checked.

What is the quorum for an MCST general meeting? +
